Anyone can use a P.O. Box, regardless of current address. There is no additional fee for the service, but there is a fee for a P.O. Box lock. Please note that it may take some time to use the service due to the number of people on the waiting list. Also, each post office has a limited number of P.O. boxes, so the number of P.O. boxes an individual can have may be restricted.
If you want to request a P.O. Box, a request form, an alien registration card, and an official personal stamp is required. For a foreigner, a signature can be used in the place of an official personal stamp with a passport for verification of identity. If a package has been left in the P.O. Box for over 30 days or the number of packages received is less than 30 within three months, access to the P.O. Box may be restricted.

Q2. I would like to request an international marriage certificate. How may I receive one? 1
A couple who reported their marriage before Feb 1, 1995, can request an international marriage certificate from Seoul City Hall Help Center (Dasan Plaza). A couple who reported their marriage after Feb 1, 1995, can request the certificate from the district office in your location. The exact reported date of marriage, the groom and bride`s dates of birth and names in English, and the address where you wish to receive the certificate are required. Each certificate costs $20 (including return fee) per copy. Be sure the check is transferable at Korean banks.

Q3. How can I use a mobile phone service? 1
There are several mobile phone service providers. Each cell phone provider has different conditions in order to use their services.
1. SK Telecom (www.tworld.co.kr, Tel: 080-2525-011): Any foreigner who owns an alien registration card may sign up for the service, but the cost of a cell phone and may required
additional documents. Also, the foreigner is required to sign up for cell phone insurance and is responsible for the insurance fee.
2. KT Olleh (www.olleh.com, Tel:02-2190-1180): Subscription conditions may vary with the type of visa. The foreigner is required to have more than three months left before a visa
expiration date. He/she is required to bring alien registration card, passport, and proof of length of one’s stay to the cell phone store.
3. LG U+ (www.lguplus.com, Tel:02-3416-7000) : Unlike KT regulations for foreigners, as long as a foreigner owns an alien registration card and visits the store before the visa expiration
date, it is possible to subscribe for the cell phone service. However, it is required to purchase the cell phone and choose either a one-year or two-year contract. The cancellation fee for
breaking the contract may differ according to the number of remaining days in the contract.

Q4. How can I cancel my cell phone contract? 1
You can visit any authorized cell phone store and cancel the service after paying all the remaining service charges.
However, there may be a cancellation fee charged.

Q5. How to issue a criminal record check? 1
In order to issue a criminal record check, one should bring his/her passport and alien registration card to the nearby police station. However, criminal record checks are issued in Korean,
thus when the check is going to be submitted to other countries excluding the Korean government, it should be confirmed by the Ministry of Foreign Affairs consulate office after officially translated.

Q6. What is Residents-first parking system in Korea? 1
The system allows a preferential parking right to the residents and people working in the area, providing assigned parking lines around the reverse side of the road of residential area and dispatch it at a reasonable charge. This increases the usage of parking space, controlling of parking b non-residents and parking at non-permitted areas in which eventually offer stable parking condition including smooth transportation of emergency vehicles. The system is to protect and provide a comfortable living environment to its citizens. One household can apply an automobile, and the household should have the automobile registered in the residents-first parking area and the resident’s workplace should be located near the residents-first parking area, using vacant parking spots during the weekdays. Q7. What is ‘Weekly No Driving Campaign’? 1
Weekly No Driving Campaign is a campaign which citizens autonomously choose a day not to drive in weekdays. The applicable targets are automobiles below 10 seats (including rental cars) which are registered at Seoul city, and the campaign can be applied in Seoul city homepage(www.seoul.go.kr), or Weekly No Driving Campaign Homepage(http://no-driving.seoul.go.kr)., nearby dong office, borough office civil service area.
Successful sincere participants are given incentives such as the cars attached an electronic tag are only allowed to use the public parking lots ,5% reduction in automobile tax, 50% discount on congestion fees at 1, 3 Namsan tunnels ,10~20% discount on public parking fees, and receive a residential parking priority. This campaign is applied from Monday to Friday, from 7:00AM to 10:00pm, Weekends and public holidays are not counted.

Every service provider provides its own mobile membership benefits once you join the membership. There are not any restrictions for those services to foreigners.

Q13. I would like to use a pre-paid phone. How can I get one? 1
Please visit any cellular phone store with your passport or Alien Registration Card(ARC). (You can find the closest store at each service provider`s website or any authorized dealer.) However, not all stores sell pre-paid cell phones, so it is recommended to bring a prepaid cell phone to the store for the service.

Q14. I have worked as an English teacher and paid national pension. Is it possible to receive my paid national pension when I finish work and return to my country? 1
If you are a citizen of one of the compensation-covered countries and are returning back home, you may receive your paid portion of the national pension back. However, if you are an E-8, E-9, or H-2 visa holder, you are eligible to apply to receive the paid national pension regardless of your nationality.
If the applicant has already left Korea, he/she may apply by mail or by representative.
If the applicant’s departure is set within a month, he/she can apply for an airport grant service to receive paid national pension at the airport. In order to apply for this service, the applicant`s work place must notify the National Pension Office of the applicant`s retirement. However, if the departure is on a Saturday, Sunday or national holiday or not between the hours of 11:00 A.M. and 10:00 P.M., the paid national pension can only be paid to the applicant`s Korean or home bank account.
The person must claim the paid national pension within five years otherwise the right to claim the pension will expire.
